Financial responsibility insurance monitors the insurance of high-risk drivers. An SR-22 certificate of financial responsibility guarantees you carry the minimum insurance required by the State of Illinois and that you will continue to carry it for a set amount of time.

An SR-22 certificate is issued in one of the following forms:
Operator’s certificates cover the driver in any non-owned vehicle.
Owner’s certificates cover cars owned by the driver. The type of vehicle must be listed on the SR-22 or may be issued for all owned vehicles.
Operators-owners certificates cover all cars owned or not owned by the driver.
When a driver makes a payment towards an SR22 policy, an Insurance Navy agent will submit a request for an SR-22 through the Secretary of State’s office. This may take up to 30 days to process. Once processed, the driver will receive a copy of the SR-22 certificate as well as a letter from the Secretary of State’s office confirming their SR 22 is in place.
Usually, a financial responsibility certificate must be maintained for three years but it may range from two to five years. If an SR-22 cancels or expires, Insurance Navy is required by law to notify the Safety and Financial Responsibility Section. When the Secretary of State receives notice of a cancellation, the driver’s license will be suspended. This suspension will remain until the financial responsibility filing has been reinstated.
SR-22 insurance must be renewed at least 45 days before the policy ends to avoid license suspensions.
If drivers do not want to go through this process, they may deposit $70,000 in cash or securities with the Illinois State Treasurer. They may also file a surety bond or file a real estate bond.
Per Illinois law, drivers that need an SR22 certificate must have the following minimum amounts in vehicle liability insurance:
- $25,000 for injury or death of one person in an accident
- $50,000 for injury or death of more than one person in an accident
- $20,000 for damages to property of another person
